Human Resources & Office Administrative officer i (2-year contract, renewable)
This position is responsible for supporting a broad spectrum of human resources and administrative functions, with key responsibilities in payroll and taxation administration, recruitment and selection, staff training and development, budgeting, and HR reporting. The incumbent is expected to work independently in managing assigned portfolios while contributing to the continuous improvement of HR and administrative practices. Below are his/her key responsibilities:
Key Responsibilities:
- Handle payroll administration and compensation & benefits functions, including payroll processing, MPF administration, taxation matters, insurance administration, leave management and related reporting.
- Coordinate and administer recruitment and selection activities, including job posting, candidate sourcing, interview arrangements, reference checking, onboarding and staff induction programmes.
- Coordinate staff training and development initiatives, maintain training records and learning platforms, and support the implementation of staff development programmes.
- Prepare annual staff cost and administrative budgets, monitor expenditure against approved budgets, and provide regular budget reports and analysis.
- Prepare manpower statistics, HR analytics, management reports, government surveys, audit schedules and other workforce-related reports.
- Maintain employee records, HR data and HR information systems to ensure data accuracy, compliance and operational efficiency.
- Support the implementation and enhancement of HR policies, procedures, performance management processes and employee engagement initiatives.
- Coordinate office administration functions, including procurement, facilities and vendor management, contract administration, insurance administration, records management, volunteer and internship programmes, and office improvement projects.
- Liaise with internal units, teams and external service providers to ensure effective and efficient service delivery.
- Perform other duties and ad hoc projects as assigned.
Requirements:
- Degree holder in Human Resources Management, Business Administration, or a related discipline, with at least 5 years' relevant experience. Candidates with less experience may be considered for appointment at Officer II level.
- Sound knowledge of Hong Kong Employment Ordinance, MPF, and payroll administration; knowledge of Chinese Mainland labour regulations is an advantage.
- Hands-on experience in HRIS, payroll administration, and HR operations.
- Experience in office administration, vendor management, procurement, and budget control.
- Strong analytical, problem-solving, and organizational skills. Self-motivated, detail-minded, and able to manage multiple tasks in a fast-paced environment.
- Good interpersonal and communication skills, with the ability to work effectively with staff at all levels and external parties.
- Familiarity with AI-enabled productivity tools (e.g. Microsoft Copilot, Gemini, Canva AI or similar applications) for supporting HR administration, data analysis, reporting, and process improvement.
- Proficient in written and spoken English and Chinese, including Putonghua.
- Proficient in MS Office applications and Chinese word processing.
