
Oxfam Hong Kong supports the long‑term development of impoverished communities around the world through integrated programmes that enable people to build the skills and capacity they need to improve their own lives. We work closely with local NGOs and community organisations — from building essential infrastructure and improving health and sanitation to providing training and access to micro‑credit — so communities can strengthen their resilience and create lasting change. Oxfam Hong Kong has been working on poverty issues since the 1970s. In 1996, we established the Hong Kong Programme Unit to focus on the working poor and the challenges faced by grassroots workers, older adults, women, and ethnic minorities.
Through policy research, we monitor poverty trends and, together with community partners, develop programmes and advocate for policy change. Looking ahead, we will continue to strengthen our focus on employment, education, and health to ensure that vulnerable groups receive the support they need to build a more secure and dignified future.

Oxfam Programmes in Chinese Mainland
Oxfam Hong Kong has been working in the Chinese Mainland since 1987, as one of the earliest international NGOs to partner with local communities and institutions on poverty alleviation. Over the decades, we have implemented thousands of projects across both urban and rural areas, improving the lives of millions. Our key programme areas include rural and urban livelihoods, gender justice, basic education, health, and NGO development. Looking ahead, we will continue strengthening community resilience, ensuring that impoverished communities can adapt to a rapidly changing environment and achieve sustainable, long term poverty reduction.

Oxfam Hong Kong has been supporting poverty alleviation work in Africa since the 1980s. Today, the region continues to face pressing challenges, from rising inequality and climate change to weak governance and persistent poverty. Through climate smart agriculture, renewable energy initiatives, youth employment, and women’s economic empowerment, we empower communities to build sustainable livelihoods. We also provide lifesaving WASH and food security assistance, while driving policy advocacy that promotes justice and accountability, helping families and communities overcome poverty and build a more secure, equitable future.
Oxfam Hong Kong has been supporting education initiatives since the year it was founded. Over the years, we have worked closely with schools, communities, and local partners to strengthen children’s learning and life skills through bursary programmes, enhanced teaching practices, teacher training, and improved school facilities. We also collaborate with policy influencers and advocate for more inclusive education policies — particularly for girls, ethnic minority students, migrant children and left behind children — so they can access quality education, reach their potential, and improve their prospects for upward social mobility.

Oxfam Programmes on Smallholder Farmers
Oxfam Hong Kong empowers smallholder farmers by strengthening cooperatives, expanding access to microfinance, and promoting climate smart agriculture to improve their food and income security. We also advance digital innovation and policy advocacy to enhance farmers’ access to markets, finance, knowledge, and essential services — helping them build resilient livelihoods, adapt to climate change, reduce poverty, and contribute to more stable and sustainable food systems.
