加沙人道危机恶化 乐施会联同逾百组织促全球立即行动
随著以色列封锁人道援助工作, 加沙地区正陷入严重饥饿。救援人员被迫与当地民众在危险环境下排队领取食物。随著物资日益短缺,人道救援组织目睹当地同事与合作伙伴健康状况不断恶化。
以色列政府以军事手段控制救援物资而建立的「加沙人道基金」已运作整整两个月,乐施会联同逾百个国际非政府组织发表联合声明,呼吁国际社会采取紧急行动,包括:立即开放所有陆路过境点、恢复由联合国主导的救援协调机制,确保食物、清洁水、医疗用品、临时居所物资及燃料等基本物资充足供应,结束封锁,并同意即时停火协议。
加沙几乎每日均有民众在领取食物期间遇害。联合国指出,截至7月13日,已有875人因而丧生,其中201人在救援路径附近遇害,其余则在物资分发点遇袭死亡,另有数千人受伤。同时,以色列军方强制驱逐近200万巴勒斯坦人限制他们在加沙不到12%的区域内。联合国世界粮食计划署警告,加沙目前情况已令救援行动难以持续,并强调以平民挨饿作为战争手段,属于战争罪行。
讽刺的是,大量救援物资积压在加沙境内外的仓库中。人道组织已准备就绪,却因封锁无法运送物资。目前,加沙平均每日仅有28辆货车的物资分发,远不足以应付逾200万人口的需求,许多人已数星期未获援助。当地医生指出,儿童与长者急性营养不良个案激增,急性腹泻等疾病蔓延,市场空空如也,垃圾堆积成山,街头常见成年人因饥饿脱水而倒下。有救援人员形容现时儿童的情况:「孩子们告诉父母他们想去天堂,因为至少天堂有食物。」
由联合国主导的救援系统并没有失效,而是被刻意阻挠运作。救援组织有足够的能力同物资,进行大规模发放,但因通道受阻,他们无法接触到有需要的人,包括在当地疲惫不堪同饥饿的救援人员。虽然欧盟与以色列于7月10日宣布扩大救援行动,但这空洞的承诺没有为当地带来实质改变。若现况持续,意味著孩子将继续挨饿,有更多人死于可预防的疾病。
巴勒斯坦人陷入希望与绝望的无尽循环,盼望救援与停火,却迎来更恶劣的处境。在身心饱受创伤之际,生存对他们而言,已如遥不可及的幻象。救援工作不能建立在空洞的承诺之上,更无法在朝令夕改的指令下持续推进。
乐施会呼吁各国政府切勿坐视不理,必须立刻采取行动:
- 促成加沙永久停火
- 取消所有官僚与行政限制
- 开放陆路过境点,确保救援行动覆盖全加沙
- 坚决反对军事控制的物资分发模式
- 恢复联合国主导的人道救援机制并支持秉持公正原则的人道组织
- 采取具体措施结束封锁,例如停止转让武器与弹药予以色列
